5th Congress of the CESP

The European Council of Police Trade Unions held its 5th Congress at Strasbourg from 14th to 16th November 2002 under the patronage of Mr Walter SCHWIMMER, Secretary General of the Council of Europe.

The theme was: “ The European Citizenship by the Liberty, the Security and the Justice ”.

Some 100 attendants have elected a new Executive Bureau enlarged to 7 members:

The President, the Secretary General, the Treasurer and four Deputy General Secretaries.

The meeting was he occasion to welcome in the family of the CESP our colleagues from Lithuania (LITHUANIAN Police Trade Union) who have just adhered to our organisation.

The CESP also reminds its deep attachment to the norms of the Council of Europe, to the indispensable respect by all the policemen in the exercise of their functions of the Human and Citizen Rights Declaration, of the Human Rights Universal Declaration, of the European Convention on Human Rights and of the instruments relating to the Police inside the Council of Europe, notably the European Code of Police Ethics (Recommendations 10/2001 of 19 September 2001).

It denounces the past age attitude from certain governments who, in contradiction with European texts in force refuse any negotiations with the police trade union representative of their country or adopt a set of political measures reducing the economic and social conditions already acquired by the policemen.
