Leipzig, May 3rd 2006

Following the expertise mission who was given by the European Commission to Mr. Klaus Jansen for the fight against organized crime in Bulgaria and the personal attacks to which he was part of in the Bulgarian press, the Conseil European des Syndicats de Police (CESP), which met at Leipzig May 1 st 2006, urges an official reaction by the European Commission.

The source of this offensive campaign were elements of a confidential report which was written by Klaus Jansen and handed to the European Commission.

The Conseil European des Syndicats de Police (CESP) demands that the European Commission protects clearly the experts who have mandates and will take — in the future — a very strong position against the personal attacks without any basis, because these experts might be also victims because their European mission.

The CESP appreciates the effort of the Bulgarian Police Union (NPS) and especially the work of their President, Emil Rashev, member of the CESP, who is working already sixteen years at the integration of the Bulgarian police into Europe.

This action is considered as his own personal contribution for the integration of Bulgaria into the European Union.
That's why the CESP emphasizes that the NPS is the guarantee to reach the European criteria for the Bulgarian police and that the NPS actively cooperates with the reforms which are necessary for the integration.

The CESP declares that the Bulgarian police is hard working but late to get the necessary reforms to reach the criteria.

lt estimates that if the concrete solutions are according to the critical observations of Klaus Jansen, as expert of the European Commission, there will not be an obstacle anymore for Bulgaria to join the European Union in January 2007.

Le Conseil Européen des Syndicats de Police vous transmet la pétition signée par les représentants de ses 17 organisations réunies le 3 mai 2006 à Leipzig (Allemagne). Il s'agit là d'une première action menée par le CESP auprès de vous et des Commissaires Franco FRATINI et Olli REHN pour que la Commission européenne se positionne clairement et officiellement sur cet événement.

Les policiers présents à Leipzig demandent de votre part une condamnation de cette campagne de diffamation consécutive au travail réalisé par un expert - M. Klaus JANSEN - mandaté par la Commission.

Les membres du Conseil Européen des Syndicats de Police attendent avec impatience votre réponse, à laquelle ils porteront une attention toute particulière.
